Commissioner Kelland L. Garland is serving his fifth term and currently performs the role of Parks and Police Commissioner.  Kelland previously served as the Director of Parks and Recreation from 2005-2008 for Simpsonville and was also the Chair of the Parks Board from 2010-2012.
 
Kelland is an educator for Shelby County Public Schools and is in his 23rd year.  He has taught at the elementary, middle, and high schools levels and was a principal for nearly a decade.  Kelland served on the Board of Directors for Kentucky Association of School Councils and was the President of the Board for two years.
 
Kelland also serves as the Director of Outreach and Education for the Woody Williams Foundation, a non-profit organization that serves Gold Star Families.  In this role, Kelland coordinates programs and events for local Gold Star Family communities across the country to honor their Loved Ones that paid the ultimate sacrifice for our freedoms.
 
Kelland received his Bachelor's Degree in Education Studies from Berea College, Master's Degree in Special Education from the University of Louisville, and his Rank I in Educational Leadership from the University of Cincinnati.
 
Kelland and his wife, Dr. Heather Garland, have lived in Simpsonville since 2005 with their three children, Emma, Ethan and Addison.
