Commissioner Kelland L. Garland is serving his fifth term and currently performs the role of Parks and Police Commissioner. Kelland previously served as the Director of Parks and Recreation from 2005-2008 for Simpsonville and was also the Chair of the Parks Board from 2010-2012.
Kelland is the Director of Outreach and Education for the Woody Williams Foundation, a non-profit organization that serves Gold Star Families. Kelland has a background in public education and community service, having been a teacher and principal for 22 years. Kelland served on the Board of Directors for Kentucky Association of School Councils, and was the President of the Board for two years.
Kelland received his Bachelor's Degree in Education Studies from Berea College, Master's Degree in Special Education from the University of Louisville, and his Rank I in Educational Leadership from the University of Cincinnati.
Kelland and his wife, Dr. Heather Garland, have lived in Simpsonville since 2005 with their three children, Emma, Ethan and Addison.
